The Korean crisis refers to the ongoing political and military tensions between North Korea and South Korea, which have existed since the Korean War in the early 1950s. In September 2005, the Six-Party Talks reached a breakthrough when North Korea agreed in principle to abandon its nuclear weapons program. The agreement, known as the Joint Statement of the Fourth Round of the Six-Party Talks, outlined a series of steps for North Korea to take in exchange for aid and security guarantees. These steps included:

However, progress towards implementing the agreement was slow, and subsequent rounds of talks failed to produce significant results. In 2006, North Korea conducted its first nuclear test, which led to a deterioration of relations with the international community.
The progress of the Six-Party Talks up to 2005 was mixed, with some initial success in reaching a joint statement outlining steps towards denuclearization and peace, but ultimately stalling over disagreements and slow implementation. The talks continued until 2009 but did not achieve their ultimate goal of denuclearizing the Korean peninsula.
The progress of the Six-Party Talks up from 2008 -2012
The Six-Party Talks continued from 2008 to 2012, but progress was limited.
In 2008, North Korea destroyed the cooling tower at its Yongbyon nuclear complex as a symbolic gesture towards denuclearization. However, talks stalled due to disagreements over verification measures and North Korea’s demands for economic and political concessions.
In 2009, North Korea conducted its second nuclear test, further undermining the prospects for progress in the talks. However, in 2010, the Six-Party Talks resumed with the participation of North Korea. The parties agreed to restart the process of implementing the September 2005 Joint Statement and committed to take specific steps towards denuclearization, including the establishment of a working group to address the issue of the DPRK’s uranium enrichment program.
In 2012, North Korea conducted another nuclear test and the talks were once again stalled. The US and South Korea suspended their provision of food aid to North Korea, and the UN imposed additional sanctions on North Korea in response to the nuclear test.

The progress of the Six-Party Talks in 2018
The talks were first held in 2003 and continued intermittently until 2009, when they were suspended. They resumed briefly in 2018 but did not result in significant progress.
In May 2018, North Korea and South Korea held a historic summit, where they agreed to work towards denuclearization of the Korean Peninsula and to formally end the Korean War. This meeting was seen as a positive development and a potential precursor to further progress in the Six-Party Talks.
In June 2018, US President Donald Trump and North Korean leader Kim Jong-un held a summit in Singapore. While there were some positive developments in the Six-Party Talks in 2018, such as the historic summit between North and South Korea and the US-North Korea summit in Singapore, negotiations ultimately did not result in significant progress towards denuclearization of the Korean Peninsula. Talks were suspended, and the parties involved continued to face significant challenges in finding a peaceful solution to the North Korean nuclear crisis.
2020 Development
There were no official Six-Party Talks held in 2020. The last round of talks was held in 2009, and subsequent attempts to restart negotiations have been unsuccessful.
However, there were several developments related to the North Korean nuclear crisis in 2020 that could have implications for future talks.
In June 2020, North Korea blew up an inter-Korean liaison office located in the border town of Kaesong, which was established as part of a 2018 agreement between North and South Korea. This escalation of tensions followed several months of North Korean missile tests and aggressive rhetoric from North Korean officials.
Meanwhile, the US presidential election in November 2020 raised questions about the future of US-North Korea relations. While President Donald Trump had pursued a high-profile diplomacy campaign with North Korea, his administration did not make significant progress towards denuclearization. President Joe Biden, who took office in January 2021, has signaled a willingness to engage with North Korea but has also emphasized the need for a “reliable, sustained, and robust dialogue” with the country’s leaders.
In December 2020, North Korea held a rare party congress, where leader Kim Jong-un acknowledged that the country’s economic development had fallen short of expectations and called for a new five-year plan. Kim also announced that North Korea would continue to expand its nuclear weapons and missile programs, stating that the country’s “external political and military threats” had not abated.
Overall, while there were no Six-Party Talks held in 2020, developments related to the North Korean nuclear crisis continued to unfold, and the prospects for future negotiations remained uncertain.
