THE EVALUATION OF THE OPERATION OF NIGERIAN IMMIGRATION SERVICES IN THE CONTROL AND PREVENTION OF EXOTIC DISEASE IN NIGERIA (A CASE STUDY OF ADALPALM NIGERIAN LTD)

ABSTRACT

Although it is now generally acknowledged the operation of Nigeria Immigration service The Nigeria Immigration Service has witnessed series of changes since it was extracted from the Nigeria Police Force in 1958. The issue of poor service in most of our immigration service has become a dilapidating issue in the world. The quest to eradicate this treat in our country is the major and primary problem that is associated with this work.  Literature review The Nigeria Immigration Service (NIS) has witnessed series of changes since it was extracted from the Nigeria Police Force (NPF) in 1958. The Immigration Department, as it was known then, was entrusted with the core immigration duties under the headship of the Chief Federal Immigration Officer (CFIO). The department in its emergent stage inherited the Immigration Ordinance of 1958 for its operation. Research Methodology The aim of this chapter is to briefly intimate the reader with various research designs used by the researchers. The term methodology is a system of explicit rules and procedures in which claims to knowledge are evaluated (Ojo, 2003). Presentation, Analysis And Interpretation Of Data This chapter deals with the presentations, analysis and interpretation of the data collected.

CHAPTER ONE

1.0     INTRODUCTION

The Nigeria Immigration Service (NIS) has witnessed series of changes since it was extracted from the Nigeria Police Force (NPF) in 1958. The Immigration Department as it was known then was entrusted with the core Immigration duties under the headship of the Chief Federal Immigration Officer (CFIO). The department in its embryo inherited the Immigration Ordinance of 1958 for its operation. At inception the department had a narrow operational scope and maintained a low profile and simple approach in attaining the desired goals and objectives of the government. During this period, only the Visa and Business Sections were set up.

On August 1st, 1963, Immigration Department came of age when it was formally established by an Act of Parliament (Cap 171, Laws of the Federation Nigeria). The head of the Department then was the Director of Immigration. Thus, the first set of Immigration officers were former NPF officers. It became a department under the control and supervision of the Federal Ministry of Internal Affairs (FMIA) as a Civil Service outfit.

 

 

 

1.1     THE BACKGROUND OF CASE STUDY

Nigeria immigration service Owerri has two oil palm plantations namely, then Ohaji plantation and Umogu plantation.

The Ohaji plantation has been given its pride of place ever since the year 2005. Thus as at February 15 2010, the Ohaji plantation has no motorable access roads. Its palms were not pruned and about 65% of it was “colonized” by thick forest. There was zero replanting activity to sustain the plantation future and fortunes.

At Umuogu Plantation, the Story was the same.

1.3     AIMS AND OBJECTIVES OF THE STUDY

 

This research work is aimed evaluate the operation of Nigeria immigration service in the control of exotic disease in Nigeria, using Imo State immigration service as the case study.

 

1.4     SIGNIFICANT OF THE STUDY

 

There have been a lot of out break of disease, security challenges and illegal immigrant  in Nigeria and the world at large. Owing to this fact, the findings of this research work will be of great significant to Nigerian immigration service. Though the research work was carried out within Nigeria immigration service Owerri, the findings will be of great help to all Nigerian immigration service at large.

 

1.5     STATEMENT OF THE PROBLEM

The issue of poor service in most of our immigration service has become a dilapidating issue in the world. The quest to eradicate this treat in our country is the major and primary problem that is associated with this work. The secondary problem is on how to use immigration service to control the security challenges in the country.

 

 

1.7     STATEMENT OF HYPOTHESIS

A hypothesis is a proposition that is stated in testable form and prediction of particular relationship between two or more variables.

Ho:    There is no significant relationship between Nigeria immigration service and the control of exotic disease in Nigeria.

1.8     SCOPE OF THE STUDY

For the sake of coherency and clarity, the scope of this work does not involve in totality all the means to eradicate exotic disease  but limits itself to the extending the immigration service on the security challenges in the country.

  1. Our resolve is to have an IT driven security outfit that can conveniently address the operational challenges of modern migration.
  2. To give the service a new sense of direction that can make it relevant at all times to the world security order and global trend.

 

1.9   DEFINITION OF TERMS

IMMIGRATION

Immigration is the movement of people into another country or region to which they are not native in order to settle there.

EXOTIC DISEASE

Exotic diseases are infectious diseases that normally do not occur in the region of your pig farm either because they have never been present there or because they were eradicated and then kept out by government control measures.

PREVENTION

The act of preventing or impeding.

CONTROL

The act of putting in order or reducing the effect of a particular entity.

Background:

Maternal mortality is an enormous public health burden in developing countries of the world. Birth preparedness
and emergency readiness is the process of planning for safe delivery and anticipating the actions needed in case of emergencies. When a woman is adequately prepared for normal childbirth and possible complications, she is more likely to access the skilled and prompt care she needs to protect her overall health and possibly save her life and that of her baby. This descriptive study assessed the birth preparedness and emergency readiness of antenatal clinic
attendees in a secondary health facility in Awka, South eastern Nigeria.


Methodology:

This is a cross-sectional descriptive study carried out among pregnant women attending antenatal clinic at Amaku
General Hospital Awka. The data was collected from the pregnant women using semi-structured interviewer administered questionnaire. 

 

Findings:

The mean age of the respondents was 27.9 years with a standard deviation of 4.5 years. The proportion of the respondents who were birth prepared was 56% as against 6% who were emergency ready. Up to 59.8% of the respondents of gestational age >=20weeks were birth prepared compared to 12.5% of the
respondents of gestational age <20weeks (p=0.027). As much as 67.9% of the respondents of parity one to three were birth prepared compared to 46.9% of the respondents who were primiparous and 25% of the respondents of parity greater than or equal to four (p=0.011). Whereas 85% of the respondents knew at least one danger sign in pregnancy, labour and post-partum, 12% knew four or more while 3% were completely ignorant of the danger signs. As much as 97% of the respondents were on routine drugs, 84% had received tetanus toxoid but only 26% had received 
malaria prophylaxis (intermittent preventive treatment with sulphadoxine and pyrimethamin IPTsp).

Conclusion:

Most pregnant women make arrangements in anticipation of normal delivery but the same cannot be said for emergencies.

Environmental Impacts And Dangers Of Polythene bags : A Case Study Of Jalingo Metropolis

ABSTRACT

 

Polythene bags  litter is a major environmental and public health problem, particularly in the urban and peri-urban areas of Taraba. Due to the many problems caused by plastic litter the main objective of the study was to establish on the social – economic hazards occasioned by Polythene bags  litter in peri- urban centres of Jalingo The research adopted a descriptive research design This approach allowed the researcher to gather information, summarize, present and interpret it for the purpose of clarification. The study used questionnaires to collect empirical data from the obtained sample size. Each item in the questionnaire was developed to address a specific objective and research questions. The analysis was done as per questionnaires that were used to collect data and the results presented in tables and figures to highlight the major findings. They are also presented sequentially according to the research questions of the study.

 

The study found out that the condition of polythene bags littering has gone from bad to worse due to unchecked littering. Besides visual pollution, polythene bags litter is non-biogradable and thus accumulates. Its disposal method is a challenge as polythene bags waste recycling is not economically viable. Polythene bags litter contributes to blockage of sewers and drainages, poses threat to biotic species and biotic components when incinerated, buried or damped. Furthermore, when filled with rainwater, Polythene bags  litter become breeding grounds for mosquitoes, which cause malaria. In landfills, it acts as a habitat for vectors that transmits pathogens like flies and rodents.

 

There is no immediate alternative paper bag that is likely to replace polythene bags in the near future. Due to the enormous environmental problems caused by the Polythene bags  litter, the study recommended that immediate public awareness be made to the consumers on the hazards that are occasioned by the Polythene bags . Other strategies to curb the behavior of litter- louting include the reduction in manufacturing of plastic paper bag, re-use, recycling and re- collection of the polythene bags litter. Other measures to curb the behavior of polythene bags litter are, establishment of litter collection points in strategic litter generating points, imposing stiff penalties to litter- louters, imposing a tax on any polythene bags produced and putting a place mechanisms and processes of polythene bags collection at county levels.

CHAPTER /INTRODUCTION

1.1 Background of the Study

Hookworm infection in humans is caused by helminth nematode parasites Necator americanus and Ancylostoma duodenale and is acquired through contact with contaminated soil (Hotez et al., 2004). Hookworm infection is widespread in tropical and subtropical parts of the world and is rampant particularly in impoverished countries. In the Philippines, the prevalence of hookworm infection nationwide ranged from 40% to 61%, varying only by province (Cabrera, 1998; Shaw et al., 2010).

Hookworm infection has many public health consequences but the major public health consequence is iron deficiency anemia (Awasthi et al., 2003; Bundy et al., 2004; Crompton and Nesheim, 2002; Farid et al., 1968; Hotez et al., 2004; Larocque et al., 2005; Stoltzfuz et al., 1996). Anemia caused by hookworm infection among pregnant women can cause adverse effects on the outcome of pregnancy (Allen, 2000; Bundy et al., 2004). Among infants and pre-school children, hookworm disease can result in growth stunting (Crompton and Nesheim, 2002) and behavioral deficits (Bundy et al., 2004; Farid et al., 1968; Hotez et al., 2004). Anemia caused by hookworm infection in school children may also adversely affect their intellectual and cognitive development (Ezeamama et al., 2005; Hotez et. al, 2004; Kvaslig et al., 1991; Pollitt et al., 1989; Soewondo et al., 1998; Stoltzfus et al., 2001). Indeed, a child with hookworm infection is often sick and absent from school, and frequent absences inevitably impede his learning ability. The cumulative effect of hookworm disease in the development of a child has far-reaching consequences. Growth and behavior deficits, low development quotients, cognitive impairments and underachievement in the prime of the child’s life will substantially affect his ability to be productive in his adult years.

1.2 Statement of the Problem

There are several factors which affect the development of hookworm infection. These factors have been shown to operate at different levels. Hookworm infection is influenced, not only by individual-level factors, but also by environmental factors. Despite the customary assumption that hookworm transmission is a simple matter of poor hygiene, hookworm transmission depends on many components of the environment that affect hookworm larval activity. The transmission is not solely dependent on poor personal cleanliness because the eggs or ova are not infective to man. In fact, if ova are not deposited in soil, transmission will not occur.

The typical persistent nature of hookworm infection can be attributed to personal hygiene practices of the human hosts as well as exposure of the etiologic agents to environment that favor the survival of the infective larvae. Hence, this study investigates, precisely, the relationship between environmental and individual characteristics with the risk of hookworm infection. It also examines the variability in the individual’s risk caused by the clustering of individuals in barangays and provinces. By simultaneously analyzing the correlates of hookworm infection on different levels, the study offers itself as a contribution to the body of research done on hookworm infection.
