THE ROLE OF TELEVISION IN ELECTORAL EDUCATION IN NIGERIA (CASE STUDY OF AIT)

CHAPTER ONE

INTRODUCTION

1.1 Background of the Study

That the mass media plays a vital role in the development process of a country is not again saying. The mass media generally regarded as a channel of communication that are capable of reaching heterogeneous audience simultaneously with uniform message. They regularly cover all sorts of issues such as health, music, fine art, crime, sport, entertainment, political events among others (Meyer, 2002, Soela 2004). The mass media transmits ideas and new information to target audience in the society. Tosanisunmi (2004) has observed that the mass media educate, inform and entertain beyond these functions as they also persuade and catalyze for social mobilization. In other words, the mass media can be regarded as powerful service of information because they have the capability to penetrate every segment of society. They have the ability to disseminate messages about issue, ideas and product.

Furthermore, the mass media has that capability to create awareness and knowledge about issues of national interest. The traditional mass media usually consist of radio, television, newspaper and magazine while the news media involves the internet technologies. Contextually, these media have the responsibility to mobilize for national development. In other words, social mobilization for development largely depends on the media for success. Ogwezzy (2010) states that it is a common knowledge that the media is the engine of mass communication and the avenue through which the public could be reached.

In the other hand, election is an important element of democracy; elections enable the individual to express a sense of belonging to a political system. Elections provide forum for the discussion of public opinion on important issue. Elections allow an exchange of influence between leaders and the electorate (Nwaozuzu 1999:18-22). This statement captures the relevant functions of the broadcast media in elections which serves as a mobilizing of all the different people in society and at the same time to co-ordinate the activities as they are made to express their views about candidates who are contesting for political position. The broadcast media through their programmes create avenue through which the people express their views about candidates. There may be phone calls in programmes like radio link, state of the Nation, or debate programmer responsible or otherwise and has made people pass on topical political issues. Also the broadcast media (Radio and Television) provide platforms through which individuals or member of society contribute on issues of public interest. This statement succinctly explains which relevance the broadcast media is to all the components of the society, a power it acquired from its inception and not only during political campaigns. It is this power that grants it the ability to mobilize people and make them participate in mass in political processes. To further explain the power of the broadcast media in mobilizing the citizens towards conforming to expected behavior and participation in electoral processes. The media force attends to certain issues, they build up images of political figures, they are constantly presenting objects, suggesting what individuals should think about, know about, having feelings about. Clang an Lang 1959:103- 112).

This means the dominant thought that the people carry about, is influenced by the media‟s constant projection of what they should be thinking especially concerning the electoral process. This comment conforms to the agenda setting thereby which provides explanation to what or how the media can sway the behavior of the people in the society. Given this power therefore, it will not be out of place to say that, the failure of success of any electoral process lies largely in the hands of the mass media, to which the broadcast media is a strong component. Innis (2003:298) in support of this state that; while an unbiased and responsible system can contribute to the success of the electoral process, a bias and irresponsible media contributes to the failure of elections.

On the same power of the media, Orhewere‟s (2003:140) argues; the Nigerian media in the past did not show enough commitment to professional ethic there by contributing to electoral crisis in Western Nigerian in 1965 and subsequent elections. The relevance of Orhewere‟s comment is that not only does the Nigerian Broadcast media posses‟ enormous powers, but its role as an instrument of mobilization dates back to as far as 1965. In other words, the media has been a very active instrument in democratic processes in Nigeria over a stretch of time, until the military dictatorship took the shine from it. However, with the re-entry of civilian rule in 1999, the media viz the broadcast media have resumed its active role of mobilizing the populace for elections. The media or broadcast media played very important role in elections written 1999 and 2003, Therefore, to print out that, the roles the media often plays is either responsible or otherwise and has made people pass judgment or often ascribed to failed outcome of elections ascribed to failed outcome of elections to it. That is the success or failure of elections are often judged by the role of the media for instance, Chinua Achebe (1993:78) allege that; the two previous at conducting election under civilian rule generated crisis, which culminated to the collapse of the republics due to several electoral frauds some of which allegedly were aided and abetted by the media. Chinua Achebe‟s comment however begs for serious questions at to, how does a watch dog become a conspirator. In other words, how does a media aid and abet fraud, perhaps they will form another basis for a study. However, it is important to note that, indeed the broadcast media has very strong roles to play in elections. To this Burns (1977:45) state that; The media in a civilized society occupy a very important and powerful position with capacity that can easily influence the opinion of the masses. KNOWLEDGE ATTITUDE AND PRACTICES OF MENSTRUAL HYGIENE AMONG SECONDARY SCHOOL STUDENTS

CHAPTER ONE

1.0 Introduction

This chapter examined the background of the study, problem statement, significance of the study, the main objectives, specific objectives, the research questions, and the conceptual framework of the study.

1.2 Background of study

The onset of menstruation is one of the most significant milestones in a woman‟s life (Polat et al., 2009). Menstrual hygiene which is defined as the effective management of menstrual bleeding by females, is a principal aspect of reproductive health, that if not handled properly could facilitate infections of the urinary tract, vaginal thrush and pelvic inflammatory diseases, along with bad odour, unclean garments and extreme shame, causing infringement on the girl’s‟ dignity (Oche et al., 2012).

Worldwide, approximately 52% of the females are of reproductive age; hence menstruation is part of their normal life. Menstrual hygiene therefore is a fundamental aspect of basic hygienic practices (House et al., 2012). 56% of the girls are in and out of school and do not receive any information about menstruation (UNICEF, 2014). In India, for the absorption of menstrual blood, 88% used cloth, 4% used cotton wool, 7% sanitary pads while 3% used ash. In Nepal 75% of the adolescent secondary school girls do not have any idea about what material to use to absorb the flow (Water Aid, 2013). 23% of the adolescent girls in rural areas of India, having their period are one of the reasons to quit school. Nonetheless, not much attention is paid to the specific health needs of the girl‟s (Nagar et al., 2011).

In Africa about 1 in 10 school age adolescent girls absent themselves from school during periods or drop out at puberty because of lack of private, clean and hygienic sanitation facilities in schools (UNICEF, 2014). In Nigeria 91 % of the adolescent girls were aware of menstruation before starting their periods, their use of sanitary protection material was low at

27.6 % and 64.4 % used pieces of cloth and rags, 25% use nothing, and typically isolate themselves during menstruation and 11% of girls in Nigeria change their menstrual cloths once a day. (Abera Y, 2014). 83% of girls in Burkina Faso and 77% in Niger have no place at school to change their sanitary materials (Iliyasu Z, 2012). All the above indicates poor knowledge, attitude and practice as far as menstrual hygiene is concerned.

In Nigeria like most resource limited countries, menstruation, though a natural physiological process has been and still dealt with secrecy (Mahon and Fernandes, 2010). Majorly this is because of cultural and traditional taboos associated with sexuality and reproductive health. Cultural beliefs and norms, the physical infrastructure and socio- economic circumstances influence the practices associated with menstrual hygiene, some of which when coupled with lack of or inadequate knowledge are responsible for notably high rate of school absenteeism, along with withdrawal from social activities, illness, poor reproductive health and infections of adolescent girls in Nigeria (Jarrah and Kamel, 2012).

Although menstruation is highly valued and significant for womanhood, still very few studies have found positive experiences towards menstruation in girls.

Problem statement

Unpublished reports at some Secondary School in Ebonyi indicate that the challenge of menstrual hygiene is mostly manifested through school absenteeism of adolescent girls and the awareness of these school girls has not been investigated. This is worsened by lack of efforts by individual teachers and parents to facilitate menstruating girls through provision of information and advice hence making menstrual hygiene a difficult topic to talk about. The school has inadequate water and sanitation facilities hence girls have difficulty in managing menstruation while at school. Poor menstrual hygiene affects the psychosocial wellbeing of girls for example increased stress levels, fear and embarrassment, and social exclusion during menstruation that impact negative on their education and social life (Sanyal et al., 2008).

Despite efforts by non – governmental organizations and other individuals who have tried to provide sanitary materials to some school going adolescent girls, expansion of sanitation facilities and the Nigerian education system that promotes menstrual hygiene through health education programs, menstrual hygiene is still one of the biggest challenges especially among under privileged adolescent school girls.

Poor hygienic practices can lead to various gynaecological problems in the reproductive life of girls, accompanied by discomfort, smelling and embarrassment among others. This makes menstrual hygiene crucial in an attempt to assist a girl child as far education and the future is concerned therefore this study seeks to investigate the menstrual hygiene related knowledge, attitude and practices among the adolescent girls between SS1- SS3 at Ebonyi secondary school

Significance of the Study

This research work is significant for the following reasons

This research breaks the silence on Menstrual Hygiene by creating awareness on the topic and the impact it has on adolescent secondary school girls, exploring and sharing lessons of the management aspects and promoting integration of Menstrual Health Management in health and hygiene sectors of the Ministry of Health and Health related Nongovernmental organization.

Provide information that strengthens preventive programs that promote women‟s sanitary health and also this study adds to the existing body of knowledge as far as menstrual hygiene is concerned.

This study discusses ways of supporting the sanitary campaign for women and girls, by informing the society of need for females‟ access to appropriate, decent, affordable and quality health care, information and related services.

Also this research critically studies an issue that faces every woman in every society in the world over including ours (International Health Sciences University); with the aim of providing viable information for managing menstrual hygiene in girls and women at large.

And finally, this work would serve as reference material for future researchers who intend to carry out researches that are related to this one in particular. A lot of information can be sourced from this work and they can be further improved on as well.

To assess the knowledge, attitude and practices of menstrual hygiene among adolescent girls between SS1- SS3 at Ebonyi secondary school so as to adopt interventions to promote adequate menstrual hygiene.

Specific objectives

To determine the level of knowledge of menstrual hygiene among adolescent girls between SS1- SS3 at Ebonyi secondary school between September and November 2016.
To examine the attitude of menstrual hygiene among adolescent girls between SS1- SS3 at Ebonyi secondary school between September and November 2016.

CHAPTER ONE/INTRODUCTION

BACKGROUND OF THE STUDY

Accounting, unlike the other natural sciences, is not based on fundamental laws or absolute precepts. It has evolved over many years through trial and error, and its continual improvement rests on a basis responsive to the requirements of users of financial statements. The domain of financial accounting is therefore visualized as requiring attention at four levels: postulates are the antecedent conditions or essential prerequisites to principles; the principles must meet the supported by the principles. This framework of accounting standards and guidelines defines the area accounting theory. Theories are generalizations, which serve to organize otherwise masses of data, and which thereby establish significant relationships in respect of such data.

Accounting theory is therefore the logical reasoning in the form of a set of broad principles that provide a general frame of reference by which accounting practices can be evaluated, and which guide the development of new practices and procedures. It thus provides a coherent set of systematic principles that form the general structural framework for the evaluation, and development of sound accounting practices. It presents the value judgments upon which accounting principles, concepts and polices are based. Theses policies regulate moderate and direct practices and lead to reports which are used by decision makers. Without a good knowledge of accounting theory, accounting becomes mechanistic, routine and a repetitive drudgery. Osisioma (1986: 40) stated that;

…Accounting involves the collection compilation and systematic recording of business transactions in terms of money, the preparation of financial reports and the use of these reports as tools of management …

Management is heavily dependent on accounting operation facts. Management is regarded as a process of converting information into action and accounting is the source of most of the information. Accounting is a system of principles and techniques that permits the recording, classification, accumulation, presentation and interpretation of financial information so that past performance, present condition and future planning can be evaluated. The decision making process of accounting normally involves planning and control. Accounting formalizes plans be expressing them in the language of figures as budget and control as performance reports which compare results with plans and spotlight deviations or variances form plans.

The importance of accounting information in management can be applied to any organization without regards to its size. Willsmore (1971: 1)observed that;

…Even in the very personal business management can only take place through figures; results, reporting and the man who doesn’t understand that must fail…

Managing a business is a matter of deciding what should be done, seeing to it that the means are available and getting people employed in the business to do it. At every step in this process, management is faced with alternatives, and every decision, to do something or to refrain from doing something involves a choice. In most cases, the probability that a good decision will be made depends on the extent and validity of the information that the manager has about the alternatives and their consequences information which flows from the accounting records or which are developed by special analysis of accounting data constitutes the basis on which a wide variety of business decisions are made. Accounting involves the process of identifying, measuring and communicating economic information to permit informed judgments and decisions by users of the information. The success or failure of accounting as a management tool will depend upon the philosophy on which it was established and the attitude of management towards it as well a the skills involved.

As this is known to us that in any organization without making use of accounting tool and qualified accountant, the company will surely face the problem of profit will surely face the problem of profit and wealth maximization. The following question may arise, how did business executive known whether a company is earning profit or incurring losses. Financial accounting provided the rules and structure for the conveyance of financial information about business (and other organization). INTRODUCTION/Background to the study

The fact that the COVID-19 pandemic affects tertiary students’ mental health underscores the urgent need to understand these challenges and concerns in order to inform the development of courses of action and public health messaging that can better support college students in this crisis. University students are facing a variety of challenges in the wake of the COVID- 19 outbreak (Torales, 2020). The pandemic has been escalating and threatening the welfare of human beings globally, and this public health emergency generates fear and leads to a spectrum of psychological consequences (Liuet al, 2020), ranging from distress responses such as anxiety, depression, and substance abuse, to behavioural changes such as difficulty sleeping and stress eating. Before the pandemic started, one in five college students had experienced one or more diagnosable mental disorders worldwide (Zhaia and Dub, 2020), and the psychological effects of COVID-19 can increase this number and exacerbate students’ mental health issues.

There are 188 countries in the world that have closed schools and universities due to the novel corona virus pandemic as of early April of 2020. Almost all countries have instituted nationwide closures with only a handful, including the United States, implementing localized school closures. The world has never before seen this scale of education disruption. In recent decades, major disruptions to education mainly involved natural disasters, armed conflicts, or epidemics in individual countries or sometimes regions. Even compared to school closures during previous global crises, such as the 1918 Spanish flu pandemic where 40 U.S. cities closed schools, and World War II, where 1,000,000 children in the U.K. were forced out of school, the level of education disruption is much greater today, in part because 90 percent of the world’s young people are enrolled in primary school now versus 40 percent in 1920 (World Health Organization 2020).

According to the United Nations Educational, Scientific, and Cultural Organization (UNESCO, 2020), the pandemic has interrupted the learning of more than one billion students in 129 countries around the world. Studies on the effect of COVID-19 and lockdowns on college students in China reported significant adverse effects on the students’ psychological well-being and high levels of anxiety. Therefore, a lot of researchers conducted research on effects of COVID-19 globally; this study tries to assess the Psychological Effect of COVID-19 Pandemic on Student’s Academic Performance

Statement of the Problem

Education has been hit particularly hard by the COVID-19 pandemic with 1.53 billion learners out of school and 184 country-wide school closures, impacting 87.6% of the world’s total enrolled learners (Education Cannot Wait [ECW], 2020). School closures could prevent the rapid spread of the epidemic, it seems to be the optimal solution in the short term. School closures can affect deaths during an outbreak either positively, through reducing transmission and the number of cases, or negatively, through reductions in the health-care workforce available to care for those who are sick (Viner et al., 2020). However, when school closures take longer, students ‘ learning and social relationships are negatively affected. Schools provide face-to-face education. But because face-to-face education cannot take place because of the epidemic and the higher Institutions in Nigeria are not equipped with an online class platform where students can be accessible through distance or online education (Jada, Giginyu & Mutah, 2021). This in itself harbors a problem because online education requires an excellent infrastructure. Every student needs to be accessible to online or distance education. But unfortunately access to the internet is not the same everywhere. Likewise, not every student in Federal University Dutse has their own PC. Moreover, some villages in Nigeria do not even have electricity. Even if the infrastructure problems are resolved in some way, the constant exposure of students to distance or online education is tedious to them. For this reason, the motivation of the students for learning decreases and the learning goals are not achieved. Not only students but also teachers and families are affected by the negative effects of the COVID-19 pandemic on education. Families may not have enough support for their children to learn at home. This may be due to low socio-economic level of families, as well as low educational level of family members. Likewise, teachers have an important role in the success of the educational process. But most teachers lacked pedagogical competence about how to manage the teacher distance or online education process. They didn’t know how to develop distance or online educational tools (Rapanta 2020). Therefore, the negative effects of the outbreak seem to be more difficult to compensate for the students. Going to school is the best public policy tool available to raise skills. While school time can be fun and can rise social skills and social awareness, from an economic point of view the primary point of being in school is that it increases a child’s ability (Burgess & Sievertsen, 2020). According to Reimers (2020) for the vast majority of children who loose opportunities to learn because of the pandemic, it will be hard to recover from those losses, the harder the longer the period of physical isolation from other students and teachers. The educational disadvantage such losses generate will beget more educational, and eventually economic and social disadvantage. Because these losses will be experienced by large segments of the population, societies will suffer as their productivity is diminished. Thus, it is based on this background that this study seeks to assess the Psychological Effect of COVID-19 Pandemic on Student’s Academic Performance of students.

The general objective of the study is to assess the Psychological Effect of COVID-19 Pandemic on Student’s Academic Performance while the specific objectives are as follows;

THE THEME OF SEXUAL DISCRIMINATION IN NADINE GORDIMER’S NONE TO ACCOMPANY ME

CHAPTER ONE

BACKGROUND TO THE STUDY

Gordimer’s earlier novels explore the inter-connections of race, gender and sexuality from various thematic perspectives and within different periods of South African history and politics. In all these perspectives, the constant focus of critique and interrogation is the racial order rooted in the politics of European settlement and the convergence of different races and ethnicities in the region.

The history of South Africa demonstrates the extent to which the politics of racial segregation and dominance are inseparable from rural/urban economies and the implications of gender and sexuality. Race determined the entire social fabric of South African society. Within the structure of apartheid, it determined the nature and terms of sexuality and regulated all other forms of social relations. Gordimer’s protagonists from Helen in her first novel, The Lying Days (1953), to Rosa in Burger’s Daughter (1979) struggle constantly with this order and its replication in the white family. The processes by which these protagonists question, reject, transgress or re-define this order represent Gordimer’s imaginative grappling with the South African present. Even where, as in July’s People (1981), she imagines the possibility of a revolutionary change in the social order, she locates her discourse solidly in the present as if to suggest that, in South Africa, the future will always be mediated by the present and past. The narrative’s context of revolution in None to Accompany Me thus provides space for envisaging what Fanon has called ‘the inner mutation’ and ‘the renewal of the social and family structures’ (1989: 179) crucial for a changed social and political order.

Nadine Gordimer, (born November 20, 1923, Springs, Transvaal [now in Gauteng], South Africa—died July 13, 2014, Johannesburg), South African novelist and short-story writer whose major theme was exile and alienation. She received the Nobel Prize for Literature in 1991.

Gordimer was born into a privileged white middle-class family and began reading at an early age. By the age of 9 she was writing, and she published her first story in a magazine when she was 15. Her wide reading informed her about the world on the other side of apartheid—the official South African policy of racial segregation—and that discovery in time developed into strong political opposition to apartheid. Never an outstanding scholar, she attended the University of the Witwatersrand for one year. In addition to writing, she lectured and taught at various schools in the United States during the 1960s and ’70s.

Gordimer’s first book was Face to Face (1949), a collection of short stories. In 1953 a novel, The Lying Days, was published. Both exhibit the clear, controlled, and unsentimental style that became her hallmark. Her stories concern the devastating effects of apartheid on the lives of South Africans—the constant tension between personal isolation and the commitment to social justice, the numbness caused by the unwillingness to accept apartheid, the inability to change it, and the refusal of exile.

In 1974 Gordimer’s novel The Conservationist (1974) was a joint winner of the Booker Prize. Later novels included Burger’s Daughter (1979), July’s People (1981), A Sport of Nature (1987), My Son’s Story (1990), The House Gun (1998), and The Pickup (2001). Gordimer addressed environmental issues in Get a Life (2005), the story of a South African ecologist who, after receiving thyroid treatment, becomes radioactive and hence dangerous to others. Her final novel, No Time like the Present (2012), follows veterans of the battle against apartheid as they deal with the issues facing modern South Africa.

Gordimer wrote a number of short-story collections, including A Soldier’s Embrace (1980), Crimes of Conscience (1991), and Loot, and Other Stories (2003). Living in Hope and History: Notes from Our Century (1999) is a collection of essays, correspondence, and reminiscences. In addition to writing, she lectured and taught at various universities in the United States during the 1960s and ’70s. In 2007 Gordimer was awarded the French

Legion of Honour.

Background to the Study

As far as employment is considered, selecting the right candidate for the recruitment process from a vast pool of candidates has been a fundamental issue [1]. Conducting personality and various technical eligibility evaluation tests, interviews, and group discussions have been traditional techniques. Due to inception of social media, much more important information about employees is exposed to their online handles [2]. Generally, such information is unnoticed by the recruiters. Aptitude test followed by the interview is traditional practices for the recruitment process. These traditional practices are very much time-consuming, and may result in unfair choices of candidate. As compared to traditional recruitment process, if an online selection process is conducted, then a fair selection of the candidate is possible. Personality is the most important factor which reflects an individual, which keeps on varying [3]. Tackling them is a tedious task for which we have implemented an approach to identify the personality and also provide with the recommendation

The proposed system is two sided: it would be candidate oriented or organization oriented. In the first case the system would recommend the candidate a list of jobs that better fits his skills. In the second scenario, the recruiter would publish the specifications specification and requirements of available job positions and the candidates can apply for the same by submitting their CVs.

The existing e-recruitment system simply scans the submitted CVs and shortlist the candidates wherein the proposed system conducts an online aptitude test and personality test thereby predicting the personality of the candidate as well as short-listing the candidate based on his skills and decision-making ability.

Statement of the Problem

There is a huge workload on the human resource department to select the right candidate for a particular job profile which in turn would provide experts workforce for the organization from a large pool of candidates. The proposed system will enable a more effective way to short list submitted candidate CVs from a large number of applicants providing a consistent and fair CV ranking policy. This can be legally justified. System will rank the experience and key skills required for a particular job position than system will rank the CV’s based on the experience and other key skills which are required for particular job profile. This system will help the HR department to easily shortlist the candidate based on the CV ranking policy.
